Problem
Changes to Ohio law required the Office of the Ohio Treasurer to change how it audited the collateralization of public accounts through the Ohio Pooled Collateral System (OPCS). The work ran from April to June 2017.
Approach
- Validated the software updates as an independent third party, covering compliance with the new law, collateralization calculations, and workflow
- Led validation of the collateral calculations with a team of 3
- Checked public accounts, mostly police, fire, and similar, against their ledgers: balances, the collateral pledged and its stated value, and dates of coverage
Outcome
- Recommended several changes before sign-off so the system met the legal requirements
- Go-live moved by 4 weeks while a tactical team made the changes alongside the Treasurer’s software engineers
